Strengthening Medicare
The Albanese Labor Government is committed to ensuring that every Australian has access to high-quality health care and is delivering record investments to build a stronger Medicare.
A re-elected Albanese Labor Government will deliver:
- $7.9 billion to strengthen Medicare with more bulk billing, so Australians can see a GP for free. The largest single investment in Medicare since its creation.
- Expanding bulk billing incentive eligibility to cover all Australians from 1 November 2025, making an additional 15 million individuals eligible when visiting the GP for the most common services.
- 9 out of 10 GP visits expected to be bulk billed by 2030.
- Around 4,800 fully bulk billing GP practices across the country by 2030.
- An additional $1.8 billion funding boost to public hospitals.
- 50 additional Medicare Urgent Care Clinics, bringing the total to 137 nationwide. Including a Medicare Urgent Care Clinic in the City of Stonnington. This will mean that 4 in 5 Australians will live within a 20-minute drive of a Medicare Urgent Care Clinic.
- $662.6 million to grow the workforce of doctors and nurses.
- Establishing the Bulk Billing Incentive Program to incentivise general practices to become fully bulk billing practices.
- Listing new medicines on the PBS, including oral contraceptives, treatments for endometriosis, lymphoma, menopause and treatment resistant major depression.
- Training more GPs, with 2,000 Government-funded GP training places per year by 2028 – supporting more doctors to become GPs than ever before in Australia’s history.
- Post-graduate scholarships for nurses and midwives to extend their skills.
- Salary incentives for junior doctors to specialise in general practice.
- Funding paid parental leave and study leave for trainee GPs.
- New Medicare rebate for menopause health assessments.
- $291.6 million to continue delivering aged care reforms.
- $46 million to continue digital mental health services.
- $1 billion to deliver more free mental health services
- 31 new and upgraded Medicare Mental Health Centres - including a free Medicare Mental Health Centre for Glen Iris.
- 58 new, upgraded or expanded headspace services.
- 20 Youth Specialist Centres for young people with complex needs.
- More than 1,200 training places for mental health professionals and peer workers.
And for women’s health, we’ll deliver:
- $792.9 million to deliver lower costs, more choice and better healthcare for women.
- The first new oral contraceptive pills listed on the PBS in over 30 years.
- The first PBS listing for new menopausal hormone therapies in over 20 years.
- 11 more endometriosis and pelvic pain clinics, bringing nationwide total to 33 clinics.
- Expanding services of endometriosis and pelvic pain clinics to include specialised support for menopause and perimenopause.
- 150% larger Medicare rebates and more bulk billing for the insertion and removal of long-acting reversible contraceptives (LARCs), and enabling these services to be delivered by nurse practitioners.
- Investing in training for insertion and removal of LARCs to ensure healthcare professionals are trained, skilled and confident when delivering these services.
- Developing national clinical guidelines for menopause treatment.
- Funding to train health professionals on menopause.
- Awareness campaign on menopause.
Since we were elected in 2022, the Albanese Labor Government has:
- Approved 319 new or amended PBS listings since 1 July 2022.
- Introduced a freeze on the maximum PBS patient co-payment until 2026 for all Australians.
- Introduced a five-year freeze on the maximum PBS patient co-payment for concession card holders, so they won’t pay more than $7.70 for PBS medications until 2030.
- Introduced 60-day prescriptions.
- Delivered $1.2 billion in savings for Australians through our Cheaper Medicines
- One new doctor added to Australian healthcare system every hour.
- Nearly 18,000 new medical practitioners in Australia in the last two financial years.
- Tripling of the bulk billing incentive for GPs that bulk bill concession card holders and people under 16. This has meant that 9 out of 10 GP visits by concession card holder and people under 16 are bulk billed.
- Delivered 87 fully bulk billed Medicare Urgent Care Clinics across Australia, including one in Mount Waverley, taking pressure off hospital emergency departments.
- Increased numbers of doctors training to be GPs – 25% increase.
- Registered nurse now on-site 24/7 in 99% of aged care homes.
- Banned engineered stone products.
- Established 61 free, walk-in adult Medicare Mental Health Centres across Australia.
- Put Australia back on track to eliminate transmission of HIV by 2030.
- Delivered world leading vaping reforms to protect younger Australians from the harms of vaping.
- Established 12 Perinatal Mental Health Centres to support new parents.
- Expanded the headspace network to more than 175 centres - including one in Box Hill and Syndal.
- Restored the bulk billed telehealth psychiatry Medicare rebates.
- Expanded the mental health workforce with more than 4,000 psychology scholarships, internships and training places.
